Chen was the pupil of Yoshiko Ikuta, inheriting from the well-known leather-carving crafts family, and she had been to Japan several times for learning leathercraft skills. During that period of time, Chen also taught leathercraft in the Chinese Television System Training Center and the Taipei office of National Taiwan Craft Research and Development Institute. In 1998, Chen started to enter the twined flower career.
Based on traditional skill, Chen's creation also integrates the modern aesthetics, showing a new style of twined flower art. In 2002, Chen began to reside in National Center for Traditional Arts to introduce the skill of the twined flower arts, which is almost on the verge of extinction, for the public.
